I am thinking about purchasing a website however on various sites i see the template at like US dollars but then to the left I see a unique price for more money….if i buy the template what’s so different than the unique version?

I was wondering, how do you create custom themes for CMS such as Joomla, WordPress, Magento, etc? I know that I need a graphics program, but what else do I need? Also, how do I integrate it with the CMS?

Which is better? I know blogger is owned by Google and may provide better support but wordpress has customize such as themes/plugins. Something blogger unfortunilty lacks.
