What @JustMe says is correct as long as you have your own self-hosted WordPress blog. If you’re on WordPress.com, forget it. You can’t upload squat.
So if you need web hosting for WordPress, I recommend http://BestBlogHost.net
Assuming you’ve downloaded a theme from the Web (ZIP file). Click on "Themes" under "Appearance", then click on "Install Themes" tab on the top, then switch to "Upload" on the top. Browse for your ZIP file and click on "Install Now". After it’s been installed (usually a few seconds) it will give you an option to preview or activate the new theme.
